The resulting 51-page plan, including scenarios for what the future might hold, is available upon request. This document summarizes that plan for OPAL\u2019s activities through the year 2030.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">MISSION<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">OPAL helps sustain Orcas Island as a healthy, economically diverse community by providing permanently affordable homes and support for islanders whose housing needs are not met by the conventional market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>To accomplish its mission, OPAL:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Acquires land and buildings;<\/li>\n\n\n\n<li>Develops housing in an environmentally and socially responsible manner;<\/li>\n\n\n\n<li>Constructs or renovates buildings so that they are healthy, durable and energy efficient;<\/li>\n\n\n\n<li>Provides loans and facilitates access to financing for home purchase, construction and repair;<\/li>\n\n\n\n<li>Educates and counsels applicants, homeowners and renters; and<\/li>\n\n\n\n<li>Stewards what it creates for current and future generations.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><meta charset=\"utf-8\">GUIDING PRINCIPLES<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1) OPAL\u2019s paramount responsibility is stewardship.<\/strong><br>To make good on the promise of providing permanently affordable housing, OPAL will care for the land, the housing and the relationships that have been entrusted to us.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2) OPAL will continue to develop additional housing based on community need.<\/strong><br>While the need for more housing is greater than the resources, OPAL will strive to add between 80 and 100 more permanently affordable homes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3) OPAL will engage thoughtfully and creatively with opportunities and needs as they arise from the community.<\/strong><br>OPAL welcomes new ideas and will evaluate opportunities through the lens of our<br>mission and values and guided by research and analysis.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">STRATEGIC PRIORITIES<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>STEWARDSHIP<\/strong><\/p>\n\n\n<p class=\"p1\" style=\"padding-left: 40px;\">1. Support homeowners\u2019 efforts to maintain and repair their homes.<br \/>2. Help coordinate long-term periodic maintenance of house exteriors.<br \/>3. Improve transparency and reporting on use of lease fees.<br \/>4. Adopt sustainable systems for maintenance of common lands.<br \/>5. Assist neighborhoods with governance and dispute resolution.<br \/>6. Help homeowners with modifications to enable aging in place.<br \/>7. Integrate effective asset management for rental properties.<\/p>\n\n\n<p class=\"wp-block-paragraph\"><strong>Right Relationships&nbsp;<\/strong><\/p>\n\n\n<p class=\"p1\" style=\"padding-left: 40px;\">8. Honor those who came before us and those who will come after.<br \/>9. Nurture collaborations to increase the breadth and depth of service.<\/p>\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>NEW DEVELOPMENT<\/strong>: Add 80 to 100 Dwellings<\/p>\n\n\n<p class=\"p1\" style=\"padding-left: 40px;\">10. Construct homes on land already owned by OPAL (25).<br \/>11. Purchase additional scattered-site houses.<br \/>12. Purchase existing rental housing to keep it affordable.<br \/>13. Acquire additional land for development.<br \/>14. Lay the groundwork for development on the Bartel Road property, and<br \/>15. Remain open to opportunities.<\/p>\n\n\n<p class=\"wp-block-paragraph\"><strong>OUTREACH, PARTNERSHIPS AND ADVOCACY<\/strong><\/p>\n\n\n<p class=\"p1\" style=\"padding-left: 40px;\">16. Honor individuals by meeting them where they are and tending relationships with care.<br \/>17. Tell stories about justice and the value of stewardship.<br \/>18. Design communication strategies based on research and that match island culture.<br \/>19. Sustain and strengthen collaborative partnerships.<br \/>20. Engage elected officials in solutions that work.<br \/>21. Lead efforts to re-authorize the San Juan County Home Fund.<\/p>\n\n\n<p class=\"wp-block-paragraph\"><strong>GOVERNANCE, STAFFING AND ADMINISTRATION<\/strong><\/p>\n\n\n<p style=\"padding-left: 40px;\">22. Strengthen the Board through greater diversity, more robust committees, and education.<br \/>23.
